
Dr. Tsegay Kaleab

Tsegay Kaleab is a holder of a PhD in economics and currently residing in Kenya. He has over 25 years of work experience in different government organs including multiple managerial positions. Among all, he had been working manager for Addis Ababa Bole International airport mega expansion project since 2014 - 2021. He was coordinating an international consulting and supervising firm and international contractor of Addis Ababa Bole international Airport. Under the airports infrastructure and strategic planning, He has completed both domestic and international passenger terminal having investment cost of USD 363 million and increased the terminal capacity from 7 million 22 million passengers per year. He has participated in the overall Infrastructure management of Addis Ababa Bole International Airport that includes project financial and environmental feasibility study and risk management, project construction progress follow up and daily construction risk mitigation works in collaboration with the international consultant.
He had served as Project director (2008-2014) for US/CDC funded Federal Police Health project. he had experienced in managing US/CDC financed international health related fund. He was authorized to approve project finance, execute planning and implement payment in line with the CDC standard and government finance system. He was highly successful to mobilize and manage up to 400,000.00 USD per year.
In the position of Audit division head (2005-2007), he had experienced in auditing the Recurrent Federal Government Budget. Specifically he had audited annual financial auditing and property auditing in addition to bidding committee member of recurrent government expenditure.
He has deep research interest and experience in efficiency and growth analysis. A book on “Efficiency and Growth of Ethiopian Air Transport Industry” has recently published. Resource management, capital investment and deployment problem has been leading to cost and production inefficiency which resulted due to lack of institutional management strategy (of the airports development). An article publication on labour use efficiency is also processing. Moreover, he provided part time lecture in economics in Addis Ababa universities, in different private colleges and also advised graduate students on their master thesis.
In short, he has comprehensive experience in relation to efficiency and growth analysis, international and domestic project leadership and management in health with CDC and Global funds, infrastructure and financial management which can be able to fit him to demonstrate his practical and theoretical knowledge to manage and coordinate most in public infrastructure risk development strategic manuals.
