Who we are

HESPI’s work targets policy makers at regional and national levels, the non-state actors such as Civil Society Organizations (CSOs), the private sector of the IGAD sub-region, and low income countries policy makers and change Agents.

The Horn Economic and Social Policy Institute (HESPI) is an independent, non-profit regional think tank and consultancy firm established in 2006 for the member countries of the Intergovernmental Authority for Development (IGAD) in the Horn of Africa (HoA) in particular, and developing countries at large. HESPI has garnered excellence in providing high quality economic and social policy research for evidence-based and action-oriented strategic reforms.

The Institute undertakes commissioned studies, policy analysis and studies for the public and private sectors primarily in areas of regional and/or country specific interest. The Institute has assisted IGAD member countries in the formulation and implementation of sound economic and social policies especially in the transiting fragile economies to stability. HESPI’s promotion of high-quality policy research and analysis, and advisory services has contributed to broad-based and sustainable economic growth in the region.

In addition to the quest of policy reforms and support in sound socio-economic policy governance, HESPI also provides institutional and human resource capacity building in the sub-region. HESPI has been providing hands-on technical training in soft skills towards improving public finance management (PFM) and domestic resources mobilization for sustainable development. The training improved the capacity of key financial Integrity Institutions such as Supreme Audit Institutions, Parliamentary Budget Committees, Ministries of Finance and other executive ministries. The capacity building programs improved public budget planning, implementation and monitoring, which in turn reduced corruption and helped resource allocation for poverty reduction priorities.

Mission

To contribute to the achievement of national and regional development goals in the IGAD by conducting objective economic and social research on pertinent issues, improving policy formulation and implementation for broad-based economic growth and poverty reduction, enhancing institutional capacity for sound management, and promoting regional integration, stability and conflict prevention. The goal of the Institute is to promote sustainable and inclusive growth and reduce poverty in target countries, by conducting and disseminating evidence-based policy research and developing institutional capacities. HESPI’s business goal is to be a world-class policy research and institutional capacity building center of excellence.
