Revisiting Africa’s Informal Trade: Can Enhanced STRs Drive Formalization and Growth?

This paper explores the Simplified Trade Regime (STR) as a crucial tool for formalizing Africa’s pervasive informal cross-border trade (ICBT). Currently operational in several Regional Economic Communities like COMESA, EAC, and SADC, the STR aims to integrate small-scale traders by simplifying customs procedures and reducing compliance costs through duty exemptions. While successful in shifting some trade from informal to formal channels, its full potential is often hampered by the continued application of internal taxes and border fees, as well as a lack of trader awareness. Proposing an innovative, enhanced STR framework for the Horn of Africa Initiative, the paper highlights a more holistic approach that includes exemptions from additional taxes and fees, mandatory trader registration, and robust monitoring mechanisms to prevent misuses from the scheme. Such a comprehensive revision of the STR promises to more effectively formalize ICBT, broadening the tax base, boosting government revenue, and ultimately fostering sustainable economic growth and human capital development across African nations.
